Four Things to Decide Before Outsourcing

Before outsourcing begins, four short answers are more useful than a large collection of documents.
1. What should change?
Write the purpose in one sentence. Describe what users should understand, do, or experience differently after the work.
2. What is included?
List the screens, features, and files included in this round, along with what is explicitly out of scope.
3. What counts as complete?
Use observable criteria. A screen may be complete when it works on mobile, can be maintained by the operator, and has the required files delivered.
4. How will decisions be made?
Set the decision owner, reply window, and review method. Several people may provide input, but the final decision path should be clear.

Keep budget and timing nearby as separate fields so they can be adjusted without changing the purpose.
